Incidents in the Community

The Institute is situated within the community it serves. In the rare event of an  outside threat to its safety or security, NYSPI is prepared to take protective action as appropriate.

Such threats may include:

  • Civil disturbance or terrorism

    • Since the events of September 11, 2001 the Institute has taken a number of initiatives to safeguard patients, staff, visitors and premises from dangers of terrorism. Including:

      • Increased coordination with local and State authorities, and with Columbia/ Presbyterian security personnel.

      • Increased security at the perimeter and at all entrances to the facility.

  • Severe traffic accident involving fire, hazmats, etc on adjacent roads or freight train incident on nearby railroad tracks

  • Disruption of water supply, utility supply, sewer service or other environmental concern

  • Disruption of public transit or NYC-area transportation routes necessary for day-to-day or emergency functions

The Institute's experience with successful preparation for possible community and internal systems failures related to the "Y2-K" phenomenon was a useful demonstration of our ongoing vigilance and preparedness.

The Psychiatric Institute is an agency of the State of New York. As such, its Safety & Security Officers have special police training and powers to take actions - including placing individuals under arrest -  in relation to all aspects of safety and security at NYSPI. 

Additional resources from outside the Institute:  OMH Special Investigators, NYC Office of Emergency Management, NYCPD,  NYCFD, NY State Police,  
et al are available and may be brought in as situations require.

The highest priority in any incident is the safety of patients, staff and visitors.

Officers will take action as appropriate to prevent unauthorized persons from entering the facility's building and grounds. 

Rights of lawful demonstrators, and of any representatives of the media present will be respected, but our property, and our patients' rights to privacy, confidentiality, and safety will be protected at all times.
