Construction Issues


The Institute ensures that all new construction and renovation will meet all applicable Life Safety Codes.

The Administration, the New York State Office of Mental Health (OMH), and the Dormitory Authority - State of New York (DASNY) completed a new and code-compliant facility in 1998.

Staff of these agencies, architects, engineers, and the onsite construction management firm (HRH/Hill) continually monitor code compliance.

Additionally, the Institute takes appropriate measures to monitor minor construction and renovation projects to ensure that they are carried out in a safe manner.

  • Proposed projects are reviewed with the Chairman of the Environment of Care Committee (EOCC).
  • Ongoing projects are reviewed by the EOCC.
  • Measures are taken to minimize risk to patients, staff and visitors
    • Contractors are made fully aware of Institute safety and security practices.
    • Fire exits are kept free of obstruction, or temporary alternate routes are clearly posted.
    • Temporary construction partitions are made of non-combustible materials.
    • Hazard signs are clearly posted in construction areas.
    • Fire extinguishers and fire watches are in place as needed.
    • Hazardous materials are kept to minimum required and properly handled.
    • Tools and equipment are kept secure from patients and others.
